
Is health insurance mandatory?
In Dubai, yes. Under the Dubai Health Insurance Law, every resident must hold cover that meets at least the Essential Benefits Plan, and the sponsor is responsible for arranging it. Abu Dhabi has its own mandate through Daman. Sharjah and the northern emirates do not yet require it for every resident, though most employers provide it anyway.
What the minimum plan actually covers
The Essential Benefits Plan is a floor, not a ceiling. It is designed to keep costs predictable for lower-income workers, and it comes with a defined network.
- Emergency treatment and hospital admission
- Outpatient consultations with a co-payment
- Prescribed medication up to an annual cap
- Maternity care after a waiting period
- Basic diagnostics and laboratory work
Where residents overpay
Two patterns come up again and again. The first is buying a wide network when your regular clinic is already in the narrow one — you pay for hospitals you will never visit. The second is renewing on autopilot: premiums drift upward year on year, and a single comparison at renewal often recovers more than the cost of switching.
Before you sign
Check three numbers on the schedule: the annual limit, the outpatient co-payment, and the pharmacy cap. Those three decide most of what you will actually pay out of pocket over a year. Everything else is detail.
